The Ministry of Communication and Aviation (MCA) works with independent regulators such as the Civil Aviation Authority of Solomon Islands (CAASI) and the Telecommunications Commission Solomon Islands (TCSI) and with the Television Board to regulate civil aviation, telecommunications and television broadcasting services in the Solomon Islands.

CAASI, TCSI and the Television Board are all statutory bodies established by Acts of Parliament and they carry out their regulatory roles through the issuing of licences for civil aviation, telecommunications and television broadcasting services and through enforcing compliance with conditions and standards specified by their respective Acts and Regulations and with international industry standards.

These regulators do not come under the direct control of the Ministry of Communication and Aviation (MCA), however, the Minister of Communication and Aviation (MCA) is responsible under the Civil Aviation, Telecommunications and Television Acts for the appointment of board members to these regulatory bodies. The Minister is also responsible, under the respective Acts, for making regulations for the Acts and for setting general policy directions for the regulators’ areas of responsibility.
